What is it?

I paid for a birth certificate. I paid 62 American dollars from my card and i want to know why i am being charged yet again for this. I ordered ONE copy only of my birth certificate yet i am being charged again for the same. This is fraud.

If you request vital statistics (marriage licenses, death certificates, etc.) and the you use VitalChek to process the request the credit card charge shows as VCN*Washington Vitals
