I PAID A RED LIGHT CAMERA TICKET AND THIS WAS THE FEE FOR PAYING BY CREDIT CARD. IT SHOWED AS A WHOLE SEPARATE TRANSACTION ON MY CREDIT CARD STATEMENT.

This charge is service charge to process online payment. They are partnering with utility service provider who don't have a payment portal to charge automatically. If you saw this charge, it usually go with a charge for utilities. In my case it's a gas charge
