From what I have read it is a way to give money to charities rather than using PayPal.

THis charge appeared on my credit card when I donated money to a charity fundraiser a friend organized on Facebook (Facebook is owned by Meta). This was a legitimate charge for me but confusing until I dug into the Meta Pay details in my Facebook account.
