What is it?

I am calling from a Financial Institution in Taylor, TX and one of my customers has 18 unaughotized charges of his account that he did not authorize. Uber credited my customer for 5 charges, i need to get this resolved. Why did Uber only refund 5 charges when there were 23 charges.
