This is a "convenience fee" that they charge when paying for the vehicle registration in the state of Texas. I asked the manager at the tax office and was told that the convenience fee is a seperate charge from the regular charge. The numbers on the receipt add up as well.

What is it?
Convenience fee from paying with a Southern California Edison bill with a Chase card. The asterisk in the charge line made me think this was fraudulent, but it's legitimate.
This is a 'service charge' from when I paid my car registration in Texas. Paying with credit card incurred a fee.
